Decree No. 27 227/ 2019-MAHTP, published in Madagascar’s Official Journal No. 3028 of December 23, 2019, canceled the lease agreement between the Malagasy State and Green Mada Land (GML) concerning the Ampasindava-Sakatia Public Land Reserve, often referred to as the Tourist Land Reserve (RFT) (*). It is therefore clear that all actions by Green Mada Land aimed at monopolizing this RFT in Nosy Sakatia are illegal.
This is probably what prompted the company to send a journalist and other individuals whose roles within Green Mada Land are unclear to meetings in Nosy Be. On Friday, August 8, 2025, these individuals, along with representatives from various state institutions, met with representatives of the residents of Nosy Sakatia, who were asked to “attend a mandatory meeting with the company .”
When the journalist announced during the meeting that the company would be coming to Nosy Sakatia to donate streetlights, medicines, and school supplies, a representative of the residents categorically refused these donations, stating, “We are not children to be given candy.” It should be noted that the state and the municipality did not participate in the construction and activities of the medical center, nor in the creation and operation of the school in Nosy Sakatia.
However, various authorities and officials insisted on delivering the supplies to Nosy Sakatia the following Monday, August 11. But the residents did not attend the meeting convened for this purpose; moreover, the health center and school did not accept the donations. The few people who received these donations cannot claim to represent the residents.
The inhabitants of Nosy Sakatia continue to defend their land despite the constant alternation of threats and attempts at persuasion perpetrated by Green Mada Land and the state and municipal officials who support the company. The law and the rights of the people, both to their land and to their right to be informed about the projects planned for their island, are being flouted. Green Mada
The support given to the company by certain authorities is astonishing! The actions of local authorities, who are supporting Green Mada Land in this illegal activity, are deeply concerning.
Does Green Mada Land enjoy impunity and is it above the law, in light of the 2019 ministerial ruling that canceled the 50-year land lease agreement between the company and the Malagasy State?
We call on the government to enforce and implement the decree it has adopted.
These are just a few examples of the intense pressure and coercive measures exerted by
Green Mada Land and certain public officials on the inhabitants of Nosy Sakatia. The TANY Collective considers it its duty to inform the government and the entire Malagasy people, as well as the peoples of the world, of this situation.
