Please find below a copy of the letter sent to the President of the Republic of Madagascar concerning the mining project at Soamahamanina, Arivonimamo II et Morafeno, and handed in at the Presidence of the Republic office on 8 Jul 2016, as you can see it on the acknowledgement of receipt stamp in the link to the .pdf file at the end of the letter. No answer received so far.
On 14 July, several families at Soamahamanina displayed banners requesting the mining operations suspension up to the walls, doors and verandas of their home. The police pulled them down by climbing along the house walls in some cases, according to journalists who attended. These actions resulted in the inhabitants indignation so that they decided to walk together to the municipality offices in order to get the banners back while going on asking for the mining operating stop. The policemen threw teargas canisters and arrested a young man. The Soamahamanina inhabitants protests against this arrestation were so strong that the policemen released the young man.

Letter to Mr Hery Rajaonarimampianina, President of the Republic of Madagascar handed in at the Presidence of the Republic office on 8 Jul 2016 at 14.50 (Free translation)
To Mr Hery Rajaonarimampianina, President of the Republic of Madagascar
Subject : Request for suspension of the Gold, Zinc, Iron, Lead and Berillium mining project in Soamahamanina, and for the cancellation of the mining licenses 38234,19970 and 37289 as well as the AERP 38879 granted to the company JIUXING MINES S.A.R.L according to Decree No. 33067/2015 dated 05 november 2015.

We have the honour to present to you this open letter, in order to ask for the suspension and cancellation of the operating permit granted to the company JIUXING MINES S.A.R.L in the Itasy region to safeguard the interests of our common homeland.
The media have already spread the news, and the general public at both national and international level had seen the thousands of inhabitants opposing the Gold, Zinc, Iron, Lead and Berillium mining project in Soamahamanina and in the two neighboring municipalities of Arivonimamo II and Morafeno, for which licenses have been granted to the company JIUXING MINES S.A.R.L mentioned above.
Moreover, it is our duty to raise awareness about different issues that may critically impact the social and economic life of current and future generations for the following reasons:
The lack of consideration for the views of the local population in accordance with the applicable laws.
The disrespect for the rights of the inhabitants living in the area, especially the failure to respect their land rights (Untitled Private Property, law # 2005-019). Thousands of families and hundreds of thousands of residents will starve to death and will fall into destitution.
The threats resulting from environmental degradation associated with the use of the Ikalariana and Irihatra rivers by the mining project: disappearance of aquatic plants, destruction of the tapia forest (protected area), hills and meadows.
NONE OF US HAS THE RIGHT TO CONFISCATE THE RIGHTFUL LEGACY OF FUTURE GENERATIONS.
For the reasons mentioned above, we, signatories of this letter, affirm our entire solidarity with our compatriots of the concerned area, and ask you
to stop the Gold, Zinc, Iron, Lead and Berillium mining project in Soamahamanina and neighboring municipalities ; and,
to cancel the operating license No. 38234, as per Decree No. 33067/2015 of 05/11/2015 and No. 19970 granted to the company JIUXING MINES S.A.R.L, on an area reaching 7.500 ha (or 192 mining squares, of 625 m size) in Arivonimamo II, as well as the AERP 38879 and 37289 in Morafeno.
We are ready to work with you in order to search for a sustainable solution that responds to the aspirations of the affected people.
We do think and hope that your commitment and patriotism are not less important, and that you should invest these entirely to solve problems that bring about worries, loss of livelihoods, and insecurity fo all Malagasy citizens.
In anticipation of a favorable response to our request, we thank you for your attention to this matter and wish to assure you, Mr. President, of our highest consideration.
