OFFICIAL SUSPENSION OF THE BASE TOLIARA PROJECT : A SALUTARY AND EMBLEMATIC DECISION

Since the beginning in 2014 of the popular movement opposing the Ilmenite Toliara Sands project, renamed Base Toliara in 2017, the MA.ZOTO Association, representatives of the communities affected by this project, and its partners from CRAAD-OI and the Collectif pour la défense des terres malgaches TANY have repeatedly called on the state authorities to stop the activities of this Australian mining project.

The above-mentioned organizations therefore welcome the decision taken by the Council of Ministers on 6 November 2019 to suspend all activities and communication related to the Base Toliara Project. The voices of the communities concerned and civil society seem to have finally been heard by the authorities, and hope is rekindled that they will give primacy to respect for the fundamental rights of these communities over the mining company’s private interests.

We congratulate the Malagasy authorities on this courageous and responsible decision, taken despite the various pressures exerted by the project promoters and their allies, and also call on the Australian State, through its representation in Madagascar, to show such responsibility towards this Australian society and respect for the fundamental rights of the Malagasy population. In a context where the mining sector is expected to become a central pillar of Madagascar’s Emerging Plan, this wise decision will undoubtedly set a precedent in terms of regulating this sector and the extractive industries in Madagascar.

Nevertheless, the communities affected by the Base Toliara Project remain concerned following the Government’s resolution to pursue a dialogue with the project’s leaders from which they continue to be excluded. They demand full transparency from the Government on the process, content and results of this dialogue, and continue to demand a complete halt, not just a suspension, of this mining project.

The signatory organisations of this Communiqué reiterate their support for the decision of the Council of Ministers to suspend the Base Toliara project. They encourage government officials to remain responsive to the communities concerned, and to fully assume their responsibilities as pioneers in establishing a governance framework for any large-scale socio-economic development project that truly respects human rights, national interests and sustainable development in Madagascar.
